OBJECTIVE
To enhance the operational efficiency of the USAHRC Antiterrorism Program, TBS was tasked with providing expert-level support in program management, policy review, training delivery, and program assessments. This support ensures compliance with HQDA standards, mitigates vulnerabilities, and aligns with the overarching force protection goals.
SCOPE OF WORK
TBS provided comprehensive support, including policy development, risk management, training delivery, and operational coordination. We reviewed and updated AT policies, ensuring alignment with regulations and emerging threats, and assisted in drafting and implementing operational guidance for the AT Program. We conducted vulnerability assessments, integrated results into HQDA systems, and ensured compliance through regular reviews. TBS delivered AT Level 1 and active shooter training, supported subordinate units in developing AT programs, and scheduled Protection Working Group meetings. Additionally, we conducted overseas travel briefings, maintained travel approval records, researched emerging AT technologies, and participated in AT/FP forums to stay updated on recent developments.
CHALLENGES
- Regulatory Compliance: TBS needed to ensure alignment with numerous and evolving DOD and Army regulations.
- Program Complexity: The integration of multiple security programs (antiterrorism, physical security, operations security) required a strategic and synchronized approach.
RESULTS
TBS successfully met all performance requirements outlined in the Performance Work Statement (PWS). Key achievements included developing and implementing updated AT policies and plans to align with the latest regulations and emerging threats. Training efforts led to the delivery of AT Level 1 and active shooter training for over 500 personnel, significantly increasing command readiness. The program achieved compliance with HQDA benchmarks during inspections, reflecting its high standards. Comprehensive vulnerability assessments provided actionable insights to reduce potential risks.
CONCLUSION
TBS’s contributions to the USAHRC Antiterrorism Program exemplify the critical role of SMEs in achieving mission success. By providing expert guidance, operational support, and strategic insights, the contractor enhanced the command’s ability to protect its personnel and assets against emerging threats.
