Andrew Panov is Founder and President of ABP Consulting. Andrew has over 30 years’ experience in strategy and business development, capture and proposal management, project and program management, and international relations. Throughout his career, he has served as Senior Vice President of Strategic Development, Vice President of Business Development, Capture and BD Manager for Fortune 500 companies, as well as mid-size and small businesses. Throughout his career, Andrew won numerous contracts ranging from small task orders to multi-billion dollar contracts with Defense Threat Reduction Agency, National Guard Bureau, US Navy, US Air Force, Department of State, and Office of Personnel Management. He managed capture of high-value opportunities under GSA MOBIS, Alliant, CTRIC, BTRIC, EXBS, and other GWACs and large IDIQ contracts. He wrote proposals for USCENTCOM, USSOUTHCOM, INSCOM, Bureau of International Security and Nonproliferation at the Department of State, Department of Energy, NOAA, Veterans Administration, US Agency for International Development, Millennium Challenge Corporation, and The World Bank. Andrew’s areas of expertise include training and learning, human capital, international cooperative programs, nonproliferation, program management, border security, environmental protection, engineering and construction, physical security, remote sensing, and WMD detection and screening technologies. Andrew also has extensive knowledge and first-hand experience in international business relations by establishing and managing representative offices of US companies abroad and successfully managing cross-cultural teams with local stakeholders.
